Report shows most Mexican prisons controlled by inmates

MEXICO CITY (Reuters) - Six out of 10 Mexican prisons are "self-governed" by prison gangs or drug cartels, according to a report issued Monday by the country's human rights commission.

Commission representative Andres Aguirre said at a news conference that Mexico's prisons also are plagued by overcrowding, a shortage of guards and corrupt employees who sometimes help with breakouts.

Aguirre said 60 percent of the country's 430 prisons or jails are controlled by criminal elements.

He added that the escape of 521 inmates over 14 incidents since 2010 - often with the help of corrupt prison officials - constitutes a grave problem for the country.

Earlier this month, more than 130 inmates escaped from a prison near the U.S. border in Piedras Negras, Coahuila, one of numerous mass breakouts tied to organized crime in the past few years.

Initial reports indicated the Piedras Negras inmates escaped through a 23-foot-long underground tunnel, but it was later revealed that they had merely walked out the facility's front door with the help of prison guards.

"A good number of (Mexico's) prisons feature similar conditions to those at Piedras Negras," Aguirre said.

Overcrowding of the country's prisons and jails is another problem facing the national penal system.

As of July, Mexico's overall prison population stood at 48,872 inmates, or 25 percent above the system's official capacity.

Mexico also faces a shortage of prison guards relative to international norms, Aguirre said.

The commission's findings are a reminder of the challenges that await Enrique Pena Nieto, Mexico's incoming president, who has pledged to reduce crime in the country after six years of increased gang-related violence under President Felipe Calderon.

ADDIS ABABA (Reuters) - Leaders from Sudan and South Sudan will meet on Sunday for the first time in a year to try to agree on border security so that South Sudan can start exporting oil again, a lifeline for both economies.

Such a deal would provide both nations with oil revenues needed to avoid economic collapse although they must also sort out other issues left outstanding at secession in July 2011.

The GOP-controlled House beat its retreat Friday morning after taking one last, futile slap at Obama by passing a bill called the "Stop the War on Coal Act." The measure, dead on arrival in the Senate, was aimed at boosting the coal industry in its fight against new environmental regulations while hurting Obama's political prospects in coal states such as Ohio and Virginia.

The Democratic-controlled Senate's middle-of-the-night session came after a spitting match between Majority Leader Harry Reid, D-Nev., and Republicans over Reid's insistence on advancing legislation by Sen. Jon Tester of Montana to boost access to public lands for hunting and fishing.

Tester is perhaps the Senate's most endangered Democrat and Republicans protested that he was being given special treatment in a clearly political move to boost his re-election chances. The measure cleared a procedural hurdle by an 84-7 vote.

The votes came at midnight to give senators who had scattered from Washington time to return.

Democrat Claire McCaskill was in Missouri for a debate, while Michael Bennet, D-Colo., had been in the southwest portion of his state to attend a ceremony celebrating the new Chimney Rock National Monument. Sen. Marco Rubio, R-Fla., was venting his frustrations with American Airlines on Twitter.

The only must-do item on the get-out-of-Dodge agenda was a six-month spending measure to fulfill the bare minimum of Congress' responsibilities by keeping the government running after the current budget year ends on Sept. 30.

The spending measure permits spending on agency operating budgets at levels agreed to under last summer's hard-fought budget and debt deal between Obama and Capitol Hill Republicans. That's 0.6 percent increase from current spending rates, which represents a defeat for House Republicans, who had sought to cut about 2 percent below the budget deal and shift $8 billion from domestic programs to the Pentagon.

Reid also relented to a demand by tea party Sen. Rand Paul, R-Ky., for a vote on suspending foreign aid to the governments of Libya, Egypt and Pakistan. Paul only got 10 votes. But Sen. Lindsey Graham, R-S.C., won approval of a nonbinding resolution supporting steps to make sure Iran doesn't develop a nuclear weapon.

It's the earliest pre-election exit by Congress from Washington since 1960, though lawmakers will return after the Nov. 6 vote to deal with unfinished work.

The approval rating for the current Congress dropped to 13 percent in a Gallup poll this month. That was, the lowest ever for an election year. The GOP-controlled House and Democratic Senate managed to come together with Obama to enact just 173 new laws. More are coming after the election, but the current tally is roughly half the output of a typical Congress.

Even so, political pundits say Republicans are strong favorites to keep the House while Democratic chances of keeping the Senate are on the upswing with Obama's rise in the polls.

The exit from Washington leaves the bulk of Congress' agenda for a post-Nov. 6 session in which it's hoped lawmakers will be liberated from the election-year paralysis that has ground Capitol Hill to a near halt.

Topping the lame-duck agenda will be the George W. Bush-era tax cuts, which expire Dec. 31, and more than $100 billion in across-the-board spending cuts set to strike at the same time. The cuts are punishment for the failure of last year's deficit "supercommittee" to strike a deal.

Also left in limbo is the farm bill, stalled in the House due to opposition from conservative Republicans who think it doesn't cut farm subsidies and food stamps enough and Democrats who think its food stamp cuts are too harsh.

The current farm act expires on Sept. 30 but the lapse won't have much practical effect in the near term. Still, it's a political black eye for Republicans, especially in states such as North Dakota and Iowa.

The lack of productivity of the 112th Congress was the result of divided government and bitter partisanship.

Congress' major accomplishments tended to be legislation that mostly extended current policies, such as a highway bill, and legislation demanded by Obama to renew a 2 percentage point payroll tax cuts and extend student loan subsidies.

Even this Congress' signature accomplishment ? a budget and debt deal enacted last summer to cut $2.1 trillion from the budget over 10 years ? delayed the most difficult decisions by assigning the supercommittee the job of finding at least $1.2 trillion in deficit savings.

When that failed, House Republicans walked away from the budget deal by pressing for further cuts to domestic appropriations and reversing some on the pact's Pentagon cuts.

In the Senate, Reid worked closely with the White House to use the Senate schedule for Obama's political advantage, repeatedly forcing votes on closing tax breaks for oil companies and raising taxes on upper bracket earners.

But Reid failed to schedule debates on any of the 12 annual appropriations bills and the Democratic-led chamber, for the third year in a row, failed to pass a budget.

Republicans also point to almost 40 items of House-passed jobs-related legislation sitting stalled in the Senate.

"This isn't leadership. It is negligence," said House Speaker John Boehner, R-Ohio.

Senate Democrats cited their progress on bills such as a renewal of farm programs and legislation to overhaul the Postal Service and give it an infusion of cash to stave off insolvency.

"The reality is for as closely as divided as this Senate is, we passed a large number of bipartisan bills this year, very important bills, but as you all know, it takes two chambers to pass a law," said Sen. Chuck Schumer, D-N.Y. "On the other side, too many of the Congress members, particularly the tea party folks, think compromise is a dirty word."

CHARLOTTE, N.C. - Eli Manning didn't need a scintillating fourth quarter comeback Thursday night.

The two-time Super Bowl champion quarterback, running back Andre Brown and the rest of the New York Giants were too good for the first three quarters to need one.

Brown ran for a career-high 113 yards and two touchdowns in his first NFL start and the routed the Carolina Panthers 36-7.

Four days after rallying from 14 points down to beat Tampa Bay, the Giants dominated the first half, scoring on their first four possessions to build a 20-0 lead.

The defending champion Giants (2-1) were without three starters but it hardly mattered.

Brown got the start in place of Ahmad Bradshaw, who sat out with a neck injury. Ramses Barden caught nine passes for a career-high 138 yards in his first NFL start in place of Hakeem Nicks.

Manning completed 27 of 35 passes for 288 yards with one touchdown and no interceptions.

Cam Newton struggled all night and was pressured into three interceptions. The Panthers (1-2) had five turnovers, including two by returner Joe Adams.

Mixing run and pass, the Giants dominated the opening half, outgaining the Panthers 303-125.

Manning completed 19 of 25 passes for 208 yards in the first half, including a 14-yard touchdown pass to Martellus Bennett to cap the Giants' game-opening drive and set the tone. It capped an eight-play, 80-yard drive and marked the third straight game the Panthers have given up a touchdown on an opponent's first drive.

Brown repeatedly bounced off tacklers and Barden had little trouble getting open against a Carolina defense that failed to pressure Manning.

Brown ran 13 times for 71 yards and a touchdown last week against Tampa Bay and surpassed that total by the end of the first quarter with 77 yards on seven.

Barden had 123 yards on seven carries at halftime.

Before Thursday night, the fourth-year receiver had never managed more than nine catches for 94 yards receiving in a season.

Any hopes that the Panthers would turn things around in the second half were slowed when rookie returner Joe Adams of the ball on the opening kickoff resulting in another field goal for Lawrence Tynes.

The Panthers didn't get on the board until midway through the third quarter when Newton leaped over the pile from a yard out.

NOTES: For the third straight week Carolina receiver Steve Smith sparred with an opposing cornerback during the game. This week's victim was Corey Webster. ... Panthers running back Jonathan Stewart missed his second game of the season because of a toe injury. The Panthers also were without tackle Byron Bell. ... Deaf gerbils are all ears thanks to stem cells

Deaf gerbils have recovered their hearing after human stem cells were injected into their ears.

"It's a proof of concept, and it's important because for the first time we've shown stem cells can be used to repair the ear," says Marcelo Rivolta of the University of Sheffield, UK, and head of the team that treated the gerbils.

Spiral ganglion neurons in the ear convert mechanical sound vibrations into electrical signals that the brain interprets as sound.

When these neurons get damaged or die they can't be replaced. This results in a form of deafness called auditory neuropathy, which affects about a tenth of deaf people, possibly as many as 300,000 in the UK alone, says Rivolta.

Cochlear implants can correct the main form of deafness, which occurs when the cochlea loses hair cells that register sound by bending. But neurons can't be substituted except through an expensive, risky and invasive procedure to implant an electrode directly into the brain.

Now, Rivolta and his colleagues hope to develop much simpler treatments based on the so-called otic neural progenitor stem cells they made in the lab from human embryonic stem cells, the cells in embryos that can turn into all types of bodily tissues.

Restoring ganglion neurons

Rivolta's team injected about 50,000 of the otic neural progenitor cells into single ears of 18 gerbils. The animals' spiral ganglion neurons had been deliberately destroyed with a drug called ouabain, leaving them completely deaf. The stem cells were injected into the cochlea through a tiny, drilled hole.

Post mortems showed that the stem cells turned into specialised spiral ganglion neurons in the ear.

Within 10 weeks, about two-thirds of the animals had recovered some hearing. On average, the animals recovered about 46 per cent of their hearing, as measured by their ability to respond to sounds of varying volume.

"In people, this would mean going from only being able to hear a loud truck on the street to being able to hold a conversation," says Rivolta. However, he adds that considerably more work in animals is needed to refine the procedure ? it will be years before it can be tested in people.

The team also produced cells similar to the hair cells that are damaged in the majority of deaf people, but Rivolta says much more work is needed to turn these into fully functional hair cells. "If we could replace hair cells, that would enable us to treat 80 to 90 per cent of all deaf people," he says.

Home Depot closing last 7 China big box outlets

BEIJING (AP) ? Home Depot Inc., the U.S.-based home improvement retailer, says it will close its remaining seven big box outlets in China and focus on Internet-based sales and specialty stores.

The company said Friday the closures will result in a loss of 850 jobs.

Home Depot said it will retain two specialty stores in Tianjin, a city east of Beijing, and is developing relations with Chinese e-commerce websites.

The company said it will keep 170 staff in its specialty stores, a sourcing office and a team to work on new retail formats.

The Real Housewives of New York City quickly turned from "Vacation, All I Ever Wanted" to Get me the Hell out of here!  We recap who couldn't hold their alcohol and who had all the best lines in this THG +/- review.

Ramona and Sonja are still stinging from Aviva calling them white trash but they're also wondering what she meant…so they google the term.  HIlarious!  Plus 10.  How can you not laugh at these two?

Carole plans a dinner with just her, Russ, Aviva and Reid and doesn't invite the other women.  Minus 8.  She could have at least told them that she wanted some quiet time with Aviva.  Maybe that would have calmed things down.  Instead everyone ended up feeling slighted.

Then Aviva barges in on a private conversation between Ramona, Sonja, and Carole.  Minus 7.  Not cool.

Maybe I've just grown use to Ramona and Sonja's craziness but Aviva's high and mighty attitude is really getting on my nerves.

Aviva decides that the reason Ramona and Sonja don't want Reid around is that they don't want a witness to their atrocious behavior.  Plus 10 for making me laugh.  These two couldn't care less who watches their drunken antics and did Aviva conveniently forget the camera crew filming it for the world to see? 

Aviva's complaining about Sonja's drinking, skinny dipping and bringing men home.  Plus 11 to Sonja who tells her, "I don't think you got the brochure on St. Barts."

Why is Aviva so fixated on Sonja's sex life?  Granted, she's kind of slutty but she's a single, adult woman and can do what and whom she wants.  Why is Aviva making this her business. 

Everyone heads out to lunch but things don't get much better.  No one notices that all the talk about Aviva's trouble with the airplane ride is pushing Carole over the edge.  Minus 12.  If anyone should have anxiety issues, it's Carole.

But Aviva swears her issues are the last thing she wants to focus on.  Then please shut up already!  Heather's right when she says the woman can't stop talking about herself.

Love the joke about the Ramona / Heather curse being broken after Heather ran face first into the glass door.  Plus 10.  Then Luann asks if they'll have to throw Aviva off a cliff to break her curse. 

Oh, I'd give extra points if someone would.

And there is yet another fight between Sonja and Aviva.  Plus 15 to Sonja.  She had me rolling when she told Aviva she'd already thanked Reid for bringing her down but now she wanted to know if it was possible to return to sender.

There's one last dinner to get through and Luann makes a toast to Aviva.  Luann really can't help herself. She's just got to stir the pot.

Sonja and Ramona ditch Carole.  Minus 9.  It's Russ' big night and Carole's their host.  Despite everything that's happened they should have gone to the concert.

Instead they head back to pack and drink, and drink, and drink.  Surprisingly Ramona handles her liquor much better than Sonja.

But just when things get really tense, Heather throws a Hail Mary and jumps in the pool.  Everyone else follows, although not always willingly.  Plus 8 to Heather for hip checking Ramona.  That had to feel good.

Next week it's back to New York.  Will Aviva continue her journey towards the dark side?  Tune in and find out.

When we last left Christian Bale he quietly slipped into Aurora, Colorado like goddamn Batman and made a surprise visit to victims of The Dark Knight Rises shooting. Now he?s flying little kids with cancer to Disneyland to have lunch with him. Via E! News:

Charlene Barber continued by sharing her family?s experience with Bale at the Anaheim theme park, ?The entire interaction was like old friends having lunch. Jayden did not get star struck but was well aware of who we were with!?
?They talked movies and super Heros an he was genuinely happy to hear about everything Jayden wanted to tell him. Christian, his wife and daughter are three of the most beautiful people we have ever met! Christian made these arrangements for us personally and ensured we were treated like royalty. I don?t have even one negative thing to say about them. I can tell you that they were just as impressed w Jayden as Jayden was w them :)?
According to WYTV in Ohio, Barber was undergoing chemotherapy for bone cancer for two years before it turned into MDS leukemia last year. Jayden is now in remission.

For everyone wondering why such a heartwarming post amidst a sea of breasts and Jon Hamm wang, the other day I had to acknowledge Honey Boo Boo is a real thing. I?m not saying this brought me back from the abyss, but it helped. It helped?

I was standing against the wall and I saw a cab do a U-turn and pull up to the curb. I watched to see what was happening 'cause I had a feeling what would occur, 'cause it's not a new thing. They pulled up right here by this yellow fire hydrant and dropped Carol off and immediately pulled away. And as soon as they pulled away, she walked out into the street about up to here. She then walked all the way down to the driveway down here, completely confused, has no shoes on whatsoever and just a hospital gown. And those gowns are thin. That's when one of our staff members went and asked Carol if she needed assistance and found out that she was disoriented and didn't know where she was.

They rejected him because of his height and weight. Jason is six feet tall and 130 pounds. I applied for healthcare through BlueCross BlueShield and they told me that my body mass index was too high. I'm 5' 1 ", I weigh 175 pounds. I always thought health insurance companies were there to help us. So I posted a note on the internet. Asking people if they had had any similar stories about problems with their insurance company. Within 24 hours. I had over 3700 responses. And by the end of the week. Over 25.000 people had sent me their healthcare horror stories. Some of them decided not to wait for me to get back to them. Like Doug Noe. Who took matters into his own hands. Without my permission. His daughter was nine months old when they discovered she was going deaf. His health insurance company. CIGNA.
